• Allows sale of permissible consumer fireworks and federally deregulated novelty items (snappers, party poppers, glow worms, snakes, toy smoke devices, sparklers) in consumer fireworks retail sales facilities and stores if retailers comply with state rules.

• Prohibits sale of permissible consumer fireworks in areas zoned for residential use and prevents penalties for consumer fireworks use greater than a petty offense.

• Requires standardized warning signs (not exceeding 93.5 square inches) at point of sale and product display areas that inform buyers about local use restrictions, age restrictions (minimum 16 years), and permitted novelty items.

• Restricts local jurisdictions from imposing signage requirements beyond those prescribed by state law and allows counties to ban consumer fireworks only in areas with high, very high, or extreme wildfire danger ratings as determined by the national fire danger rating system.
