Amends Arizona Revised Statutes section 23-674 regarding representation procedures in unemployment insurance hearings before appeal tribunals and appeals boards.

Changes the fee cap for attorneys or agents representing parties in unemployment compensation appeals from a fixed amount of $750 to ten percent of the disputed claim amount.

Allows representatives charging fees to either be duly authorized agents previously or currently retained by a party for other purposes, or licensed attorneys authorized to practice law in Arizona.

Permits representatives to request department approval for additional reasonable compensation beyond the standard fee limitation for services rendered in unemployment compensation appeals.

Clarifies that representation at unemployment insurance hearings is not considered the practice of law, and parties may represent themselves or be represented by authorized agents at no charge.
