Changes the article heading of title 12, chapter 7, article 8 from "UNCLAIMED MONEY OR PROPERTY IN HANDS OF PUBLIC OFFICER" to "UNCLAIMED PROPERTY IN HANDS OF PUBLIC AGENCY"

Adds definitions section (12-940) establishing terms including "dispose," "evidence," "found property," "property," "property value," and "safekeeping"

Reduces the unclaimed property holding period from 90 days to 30 days before a state, county, city or town agency may dispose of the property

Allows law enforcement agencies to retain and use items with useful value and found property may be returned to the finder if unclaimed for 30 days and the finder was not a public officer/employee

Requires agencies to notify known owners of unclaimed property and publish or post notice for found property valued over $150 before final disposal; repeals sections 12-943 and 12-946
