Amends the definition of "incapacitated person" in Arizona law to clarify that persons under limited guardianship are not automatically deemed incapacitated for purposes of voting rights.

Creates a process allowing limited guardianship wards to petition the court for a hearing to establish their right to vote if the judge determines by clear and convincing evidence they retain sufficient understanding to exercise voting rights.

Adds new section 14-5304.02 establishing that persons with limited guardians retain voting rights upon successful petition and judicial determination of voting capacity.
