Amends sentencing guidelines for repetitive offenders by adjusting mitigated, presumptive, and aggravated sentence ranges for felony classes 2-6 under sections 13-703 and 13-708.

Modifies second degree murder sentencing requirements in section 13-710 to reference "dangerous offenses" instead of specifically listing "use or exhibition of deadly weapon or dangerous instrument or intentional infliction of serious physical injury."

Renumbers sections 13-709.02 and 13-709.06 as sections 13-714 and 13-715 respectively for organizational purposes.

Transfers section 13-824 to title 12, chapter 1, article 1 as section 12-116.07, relocating criminal offense provisions to the judicial code.
