Amends Arizona law to require corporations, limited liability companies, and labor organizations making independent expenditures above specified thresholds to register and notify filing officers within one day of making expenditures ($5,000 for statewide races, $2,500 for legislative races, $1,000 for local races).

Requires entities making independent expenditures to disclose all contributions received in the format prescribed by the filing officer under section 16-913.

Mandates that literature and advertisements funded by independent expenditures include a clear disclosure stating "paid for by" the entity name and that the communication is not authorized by any candidate or campaign committee.

Establishes that entities whose primary purpose is influencing elections must file as political committees if they are combinations of corporations, limited liability companies, or labor organizations, or if they accept donations or contributions; includes specific factors for determining primary purpose.

Allows qualified electors to file civil actions for violations, requires superior courts to decide such actions within ten days, and permits courts to impose civil penalties up to three times the total expenditure amount or award injunctive relief.
