Amends section 13-3401 Arizona Revised Statutes to add two new synthetic cannabinoids (1-(Fluoropentyl)-3-(Naphthoyl)Indole (AM-2201 and isomers) and 1-Pentyl-3-(Methylnaphthoyl)Indole (JWH-122 and isomers)) to the definition of dangerous drugs.

Creates new section 32-1977 authorizing the Arizona State Board of Pharmacy to adopt rules defining the chemical composition of controlled substances in schedules I-V to include chemical variations as necessary.

Requires the Board to consider factors such as potential for abuse, pharmacological effects, scientific evidence, and risk to public health before adopting rules, and mandates consultation with the Department of Public Safety.

Mandates the Board submit an annual written report by December 1 to the Governor, legislature leadership, and Department of Public Safety regarding chemical compositions of controlled substances added by rule during the previous calendar year.

Exempts the Board of Pharmacy from standard rulemaking procedures under Arizona Revised Statutes Title 41, Chapter 6 when defining chemical compositions of controlled substances, and designates this Act as an emergency measure effective immediately.
