Requires all persons elected or appointed to elected office in Arizona to submit a urine sample for drug testing before taking the oath of office, with costs paid by the person being tested.

Directs the Department of Health Services to establish procedures for sample collection and drug testing that maintain dignity and ensure reliability.

Requires the department to report positive test results to the Governor, Speaker of the House, and President of the Senate for state officials and legislators, or to the appropriate governing board for other elected officials.

Defines "drugs" as any substance unlawful under federal controlled substances schedules (21 U.S.C. § 812) or Arizona Title 13, Chapter 34, including metabolites of such substances.

Requires current elected officials serving on the bill's effective date to submit drug test samples by January 1, 2013.
