Department of Administration must conduct a study on Arizona's current use, reliance, and costs of large-scale computing systems, including comparison with marketplace alternatives.

Study must examine employee costs, maintenance charges, state reliance on private sector support, and feasibility of performing maintenance functions with state employees.

Department must assess whether comparable large-scale computing systems exist in the marketplace and evaluate their potential cost-savings compared to current systems.

Department shall report findings and recommendations to the Governor, Legislature, and appropriations committees by October 1, 2014, incorporating public comments and relevant case studies.

Study must include evaluation of making more public documents available on the internet using nonproprietary industry protocols; provision expires December 31, 2014.
