Amends Arizona Revised Statutes Section 4-250.01 regarding out-of-state persons engaged in business as producers, exporters, importers, or rectifiers of alcoholic beverages.

Out-of-state liquor suppliers must comply with Arizona alcoholic beverage laws as if licensed by the state and are subject to fines, civil penalties, and suspension or revocation of business rights for violations.

Director of the alcoholic beverage division may issue cease and desist orders to out-of-state suppliers reasonably believed to be violating state liquor laws.

Director may impose civil penalties up to $150,000 against out-of-state suppliers who knowingly violate a cease and desist order.
