Amends Arizona Revised Statutes section 28-1591 regarding procedures for civil traffic violations.

Changes the method of service for summons and complaint in parking or standing violation cases from "regular mail" to "first class mail."

Service of summons and complaint is complete upon mailing under the new procedure.

Clarifies that traffic movement and control violations are treated as civil matters unless a statute provides otherwise.
