Amends qualification requirements for private investigator and security guard agency licenses and employee registrations by adding a prohibition against registered sex offenders.

Modifies good cause exceptions for felony offenses by allowing the board to grant exceptions for misdemeanor offenses upon completion of sentencing, and for felony offenses only after ten or more years have passed since completion of sentencing.

Requires applicants seeking good cause exceptions to submit evidence to the department at least five days before the hearing.

Applies the registered sex offender prohibition and revised felony exception standards to both private investigator credentials (sections 32-2412, 32-2422, 32-2441) and security guard credentials (sections 32-2609, 32-2612, 32-2622).
