Updates the sheriff or keeper of a county or city jail to provide an updated list of authorized bail bond agents monthly instead of annually, with the list rotated by the court clerk each month.

Prohibits sheriffs or jail keepers from recommending any authorized bail bond agent, private person or private company to persons charged with bailable offenses.

Requires sheriffs or jail keepers to accept bail bonds from any person and to accept secured appearance bonds from bail bond agent employees with proper identification.

Authorizes sheriffs or jail keepers to directly accept secured appearance bonds, money orders, cashier's checks or cash in fifty dollar increments or less for release of persons in custody.

Prohibits private companies from soliciting bail bond business inside or within 200 feet of any court building or jail entrance, with violation constituting a class 3 misdemeanor; exempts businesses located within that distance if solicitation occurs inside their physical premises.
