Changes the article heading of title 41, chapter 7, article 13, Arizona Revised Statutes from "Joint Legislative Committee on Federal Mandates" to "Federal Mandates"

Prohibits the legislature from enacting statutes that appropriate state monies or comply with federal mandates unless the federal mandate includes a report or document providing constitutional arguments that the mandate is a valid federal government function

Requires the constitutional report or document to demonstrate that the federal mandate will withstand legal challenge in court

Mandates that the report or document specifically address whether the federal mandate violates state sovereign rights guaranteed by the Tenth Amendment to the U.S. Constitution
