Adds section 12-513 to Arizona Revised Statutes regarding civil actions arising from sexual offenses.

Allows civil actions for damages based on physical, psychological, or other injury suffered as a result of sexual offenses committed against minors to be filed within 7 years after the minor reaches age 18.

Covers conduct that would constitute violations of Title 13, Chapter 14 or 35.1, incest under section 13-3608, or equivalent offenses that existed before this law's effective date.

Overrides other time limit provisions in Arizona law for these specific civil actions related to sexual offenses against minors.
