Reduces the number of days to fill a vacancy when the legislature is in regular session from five days to seven days, while maintaining the twenty-one day timeline when the legislature is not in session.

Eliminates the use of proxies in meetings of precinct committeemen, requiring that at least fifty percent of elected precinct committeemen be physically present to constitute a quorum.

Removes the requirement that the appointed person reside in the same county as the vacant seat, keeping only the legislative district residency requirement in certain provisions.

Applies to legislative vacancies in political parties organized under Arizona law that have at least thirty elected precinct committeemen in the district and county where the vacancy occurred.
