Amends Arizona Revised Statutes section 5-108.04 regarding restrictions on loans related to horse and dog racing.

Prohibits permittees and their affiliates from borrowing money from or accepting loan guarantees from licensed food and beverage concessionaires or their affiliates.

Allows an exception permitting permittees to accept loans or loan guarantees from food and beverage concessionaires that are affiliates of the permittee itself.

Removes outdated language referencing December 31, 1978 and extension periods previously granted by the department.
