Adds new section 36-2981.01 allowing children of state public agency employees to enroll in the children's health insurance program (SCHIP) if they meet age and family income requirements.

Amends section 36-2983 to clarify that children covered under a state employee health benefit plan are eligible for SCHIP enrollment under the new section 36-2981.01, creating an exception to the general ineligibility rule.

Requires the state administration to use a streamlined eligibility process based on gross household income without applying a resource test.

Establishes that eligibility begins the first day of the month following determination if made by the 25th day, or the first day of the second month following determination if made after the 25th day.

Requires applicants to have or apply for a social security number within 30 days, be a state resident, and meet federal citizenship or qualified alien status requirements.
