Amends Arizona Revised Statutes section 36-2985 regarding the children's health insurance program (SCHIP).

Requires the administration to enroll newborn or adopted siblings of children already enrolled in the program, regardless of any enrollment caps otherwise imposed.

Maintains existing provisions allowing the director to stop processing new applications if funding is insufficient and to terminate the program if federal funding is eliminated or significantly reduced.

Preserves the spending limitation that total state monies spent annually cannot exceed the amount appropriated by the legislature.
