Amends the definition of "member" in Arizona's Children's Health Insurance Program (CHIP) to include pregnant women earning at or below 200% of federal poverty guidelines, in addition to children under 19 years old.

Specifies that coverage for pregnant women is limited to prenatal care and is subject to legislative appropriation.

Requires the administration to continue enrolling pregnant women who meet eligibility requirements even if an enrollment cap has been imposed on the program.

Maintains existing provisions for program enrollment caps and spending limitations while creating an exception for pregnant women seeking prenatal care.
