Designates the state forester as the primary incident commander for all wildfires in Arizona, maintaining command authority until fires are contained even as federal and local resources arrive on scene.

Expands state forester authority to suppress wildfires on all lands in the state (previously limited to state and private lands outside incorporated municipalities), and allows suppression services on any lands if determined necessary to protect state lands.

Requires the state forester to recruit, train, and certify volunteer personnel and equipment as first responders to wildfires throughout Arizona.

Removes the previous requirement that the state forester only suppress wildfires on lands covered by cooperative fire agreements, expanding unilateral authority.

Allows the state forester to enter private lands and utilize private landowners' equipment and personnel for wildfire suppression activities.
