Allows municipalities with populations under 20,000 that do not levy primary property taxes to establish a fire or emergency medical services fee by ordinance or resolution, with effectiveness limited to 10 years.

Requires municipalities to use collected fees solely for operation and maintenance costs of fire or emergency medical services, excluding capital expenses, and maintain fees in a separate designated account.

Mandates municipalities prepare a written report supporting the fee, hold a public hearing at least 30 days after publishing notice in a newspaper, and adopt the fee by ordinance or resolution.

Permits municipalities to contract with county treasurers for fee collection using the same methods as general tax collection, with county treasurers receiving compensation for collection expenses.

Amends section 11-496 to authorize county treasurers to collect municipal fire and emergency medical services fees from municipalities under the agreement procedures established in the bill.
