Amends the definition of "eligible person" under the Arizona Health Care Cost Containment System (AHCCCS) to expand breast and cervical cancer treatment coverage.

Expands eligibility to include persons screened by any provider or entity recognized by the Arizona well woman healthcheck program, rather than limiting to screenings conducted directly through the department of health services.

Maintains existing eligibility requirements: persons must need treatment for breast or cervical cancer, be under 65 years of age, and lack other creditable health coverage.

Requires AHCCCS to limit assistance to medically necessary services provided during the period the person requires cancer treatment.

Requires AHCCCS to use a simplified mailed application form and expedite eligibility determination and enrollment on a prospective basis.
