Creates new crime of unlawful use of an electronic communication device, making it illegal to use a cellular phone, wireless telephone, computer, or computer network to solicit, plan, organize, manage, incite, induce, direct or promote any felony or misdemeanor offense.

Classifies the offense as a class 4 felony if the person intentionally solicited, planned, organized, managed, incited, induced, directed or promoted a violent crime as defined in section 13-901.03; otherwise it is a class 3 misdemeanor.

Provides an affirmative defense that the person organized a lawful assembly or other protected activity and did not or could not have reasonably known that a felony or misdemeanor offense would occur as a result of the assembly or activity itself.

Amends section 13-2301 to add "electronic communication device" to the definitions section of chapter 23 (organized crime, fraud and terrorism).
