Amends Arizona Revised Statutes section 12-1122 regarding property valuation in eminent domain proceedings.

Adds requirement that courts or juries assess the full dollar value of any improvements made to property being condemned as a separate line item in compensation calculations.

Maintains existing procedures for assessing property value, severance damages, benefits from improvements, and railroad-specific costs like fences and cattle guards.

Specifies that value be determined by the most probable price the property would bring if sold in an open market with reasonable time to find a purchaser.

Requires additional assessment of compensation and damages for state property acquisitions for transportation purposes according to Arizona Revised Statutes sections 28-7091 and 28-7097.
