Amends Section 41-1279 to authorize the joint legislative audit committee to direct the auditor general to contract with independent audit firms to conduct special audits of state agencies, with costs paid by the audited agency.

Amends Section 41-1279.03 to add a new duty allowing the auditor general to contract with nationally recognized independent auditors to conduct special audits when requested by the committee, with the audited state agency required to pay costs deposited in the audit services revolving fund.

Maintains existing auditor general powers and duties including preparation of audit plans, conducting biennial financial and compliance audits, performing procedural reviews, conducting performance audits of school districts and transportation excise tax expenditures, and providing annual reports to the governor and committee.
