Amends section 36-2923 of Arizona Revised Statutes to require the administration to issue a public request for proposals for a contract to provide cost avoidance methodology relating to third-party liability determination and coordination of benefits.

Requires any contract awarded through the public request for proposals to include demonstration of a cost avoidance methodology as part of the proposal submission.

Maintains existing requirements for health care insurers to provide enrollment information, accept the state's recovery rights, respond to claims inquiries within three years, and not deny claims based solely on submission date or format.

Requires the director to publish an annual report on health care insurer compliance with claims data reporting requirements, including a list of non-compliant insurers and corrective actions taken.

Defines "health care insurer" broadly to include self-insured plans, group health plans, pharmacy benefit managers, disability insurers, service corporations, and other entities responsible for paying for eligible person services under AHCCCS.
