Adds new subsection E to Arizona Revised Statutes Section 16-621 allowing any person to inspect voted ballots during normal business hours upon request to the county recorder or officer in charge of elections.

Permits a person denied reasonable access to voted ballots to file an action in superior court to compel access to the ballots.

Maintains existing requirements for video recording of ballot custody in tabulation rooms with date and time indicators linked to the secretary of state's website for public viewing.

Requires county recorders or election officers to maintain chain of custody records for all election equipment and ballots from early voting through completion of provisional voting tabulation.
