Expands the definition of "abortion" in Arizona law to explicitly include nonsurgical means in addition to surgical means for terminating pregnancy.

Requires physicians performing nonsurgical abortions to obtain annual licensure from the Department of Health Services, with rules to be adopted by the director specifying fees and demonstrating knowledge of abortion requirements.

Amends abortion reporting requirements to clarify that facilities must report both surgical and nonsurgical abortions performed, with the same reporting standards and deadlines (within 15 days of month end).

Maintains existing abortion reporting information requirements including patient age, race, ethnicity, gestational age, reason for abortion, procedure type, and medical complications.
