Excludes children whose parents cannot prove lawful presence in the United States from the calculation of average daily membership used to determine state aid to school districts and charter schools.

Applies the same exclusion to "student count" calculations, which are used for budget preparation and determining state funding allocations.

Requires school districts and charter schools to continue reporting student absence data to the department of education at least once every sixty days in session.

Amends Arizona Revised Statutes Section 15-901 relating to definitions used in school finance calculations and funding formulas.
