Appropriates $2,000,000 from the state general fund in fiscal year 2012-2013 to the Department of Administration for the White Mountain Apache Tribe water settlement.

Funds support Arizona's obligation under the White Mountain Apache Tribe Water Rights Quantification Act of 2010 (P.L. 111-291).

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190.

Makes the appropriation effective only upon receipt of notice that the U.S. Secretary of Interior has issued a record of decision approving construction of the White Mountain Apache Tribe rural water system.
