Authorizes the Department of Transportation to issue girls' youth organization special license plates if an entity pays $32,000 by December 31, 2012 for implementation costs.

Charges a $25 annual fee for the special plates, with $8 going to state highway fund administration and $17 as a donation to a girls' youth organization special plate fund.

Establishes a girls' youth organization special plate fund to receive donations, with monies annually allocated to a nonprofit corporation that has existed for at least one century and provides programs building courage, confidence and character in young girls.

Allows the special plates to be combined with personalized plates upon director approval, subject to additional personalized plate fees.

Amends statutes governing special license plates and state highway fund sources to include references to the new girls' youth organization special plates throughout Arizona vehicle code.
