Amends Arizona Revised Statutes section 15-241 to add a new requirement that schools assigned a letter grade of D or F for two consecutive years must implement a science, technology, engineering and mathematics (STEM) intervention strategy under state board of education supervision.

Maintains existing accountability provisions requiring schools with letter grades of D or F to develop improvement plans, notify parents and residents, and submit plans to the superintendent of public instruction and county educational service agencies.

Clarifies that schools failing to submit required improvement plans within specified timeframes are ineligible to receive classroom site fund monies.

Establishes that the failing schools tutoring fund may be used to purchase materials to help students meet Arizona academic standards and pass the Arizona instrument to measure standards test.

Permits the state board of education to modify achievement profile criteria for schools participating in the board examination system under chapter 7, article 6 of Arizona law.
