Establishes the gang and immigration intelligence team enforcement mission fund divided into four accounts: mission account, border security equipment and technology account, border action grants account, and border law enforcement and prosecutors account.

Allocates fund revenues with 30% to mission account, 26% to border security equipment and technology, 22% to border action grants, and 22% to border law enforcement and prosecutors account.

Requires law enforcement agencies receiving funds to certify compliance with immigration enforcement laws and mandates the department submit expenditure plans to the joint legislative budget committee for review.

Appropriates $5.2 million and 48 FTE positions in fiscal year 2012-2013 for border security prosecutors, human trafficking/smuggling squads, domestic terrorism squad, and port of entry inspections.

Makes technical changes to motor vehicle nonresident registration permit procedures and tax classifications for pipes and valves used in oil and gas operations.
