• Prohibits drivers from using handheld wireless communication devices to manually write, send, or read written messages while operating a motor vehicle.

• Exempts emergency vehicle operators, law enforcement officers, and persons reading/entering telephone numbers to make or receive calls.

• Classifies violations as nonmoving civil traffic violations with a civil penalty of $50 if no motor vehicle accident occurs, or $200 if an accident is involved.

• Establishes a one-month warning period from January 1-31, 2013, during which law enforcement will only issue warnings rather than citations.

• Effective date: December 31, 2012.
