Updates references to federal immigration officials from "United States commissioner general of immigration" to "assistant secretary of the United States immigration and customs enforcement and the director of the United States citizenship and immigration services."

Changes gender-specific language from "he" to "the person" in provisions defining residency for purposes of the statute.

Clarifies that the state will pay expenses for returning aliens and nonresident public charges, but not for returning Arizona residents to the state.
