Amends Arizona Revised Statutes section 13-3821 to allow judges to exempt certain sex offenders from registration requirements if the offense involved consensual acts and the judge finds by a preponderance of the evidence that the person is not likely to reoffend.

The exemption applies only to convictions or adjudications for sexual abuse, sexual conduct with a minor, molestation of a child, or continuous sexual abuse of a child.

Requires that for a finding of consensual acts, the victim must agree that the acts were consensual.

Makes conforming changes to the sex offender registration statute, including clarification of online identifier requirements and registration procedures.
