HB 2542 Summary

• Authorizes the Arizona Commerce Authority to spend monies from the Arizona Job Training Fund to reimburse community colleges for job training programs serving qualified employers, without using General Fund monies.

• Requires qualified employers to certify skill requirements to the Authority, which then contacts relevant community college districts to identify existing or proposed training programs meeting employer needs within 30 days.

• Authorizes the Authority to reimburse community colleges for student tuition, course fees, and associated administrative expenses, with trained employees counted as full-time student equivalents for state aid purposes.

• Requires qualified employers to proportionately reimburse the Authority if they terminate qualified new employment positions within 24 months of hiring.

• Eliminates the employer match requirement and exempts community college job training from Governor's Council on Workforce Policy rules; sunsets the entire section on December 31, 2016.
