Amends Arizona Revised Statutes Section 12-822 regarding service of process in actions against public entities or public employees for acts within the scope of employment.

Requires service of summons to comply with Arizona rules of civil procedure.

Allows the state attorney general to demand in writing that venue in any action against the state be changed to Maricopa County at or before the time of answering.

The venue change demand must be served on the opposing party and filed with the court where the action is pending.
