Requires the United States to extinguish title to and transfer all public lands in Arizona to the state by December 31, 2013.

Directs Arizona to retain 50% of net proceeds from any sale of transferred public lands for the permanent state school fund and pay the remaining 50% to the United States.

Makes all federal public lands not transferred to the state subject to property assessment, levy, and taxation under Arizona law beginning in 2014.

Tasks the Public Lands Board of Review with recommending legislation by November 30, 2014 on creating a public lands disposal commission, establishing land transfer processes, and determining how to handle easements, mineral rights, grazing, and taxation of unsold lands.
