Allows cities and towns in Arizona to adopt an approval voting system for primary or first elections by ordinance.

Voters in approval voting elections may vote for as many candidates for a single office as they choose to approve.

The two candidates receiving the highest and second highest vote totals advance to the general or runoff election, regardless of whether any candidate achieves a majority.

Ballots and voting materials must clearly indicate that voters may vote for multiple candidates and explain the advancement rules.

Cities and towns may amend their charters if necessary to adopt an ordinance implementing this optional approval voting system.
