Requires each state budget unit to submit a summary by September 1 each year detailing all monies spent or passed through during the preceding fiscal year and projections for the current fiscal year.

Mandates the budget summary be organized by major product and service categories with unit costs for each individual product and service, with totals matching overall spending or projections.

Imposes a penalty reducing the appropriation of any budget unit failing to submit the required summary by at least 10 percent of the prior fiscal year's allocation.

Excludes the Arizona Board of Regents and universities under its jurisdiction from the budget submission requirements.
