Amends Arizona Revised Statutes Section 35-152 to correct the effective date provision from "the effective date of this section" to "July 13, 1995" for bills submitted by special masters appointed by federal courts.

Prohibits state officers, employees, or agents from opening accounts or paying fees and expenses for federal court-appointed special masters without legislative appropriation.

Provides protection from personal liability for state officers, employees, or agents who comply with the prohibition on paying special master fees and expenses.

Specifies that the legislature must appropriate funds specifically for payment of special master fees and expenses, and failure to do so does not create personal liability for state officials.
