Requires health care providers to verify that patients are eligible, currently enrolled members of the Arizona Health Care Cost Containment System (AHCCCS) before providing nonemergency medical care, effective October 1, 2013.

Mandates providers use a verification system prescribed by AHCCCS administration to verify patient status and identity.

Requires providers to submit documentation of verification with each claim for reimbursement, and prohibits AHCCCS from processing claims without proper documentation.

Directs AHCCCS administration to issue a request for proposals for the fraud prevention verification system by October 1, 2012, and implement the system by October 1, 2013.
