Requires the Arizona Health Care Cost Containment System (AHCCCS) to issue identification cards to eligible members that include a current photograph, plan identification number, and display "government Assistance card" in large black print on a safety orange card.

Mandates that members present the AHCCCS identification card before receiving nonemergency services under the program.

Requires electronic benefits transfer (EBT) cards issued for the Supplemental Nutrition Assistance Program to display the recipient's name and photograph and be colored safety orange with "government food stamp card" printed in large black print.

Requires retailers at eligible grocery businesses to demand that persons presenting an EBT card also present identification proving the card belongs to that person, accepting identification types specified in federal regulations 42 CFR 435.407(a) or (e).
