Establishes a voluntary public assistance education program administered by the Department of Economic Security (DES) for recipients of public assistance under titles 36 and 46.

Program provides internet-based lessons and quizzes covering medical care, nutrition, hygiene, and personal responsibility, with goals of teaching costs/funding sources, creating personal ownership, and developing independence.

Tracks participation and successful completion of lessons, with awards provided to current and prospective recipients who complete lessons and pass quizzes.

Requires DES to adopt rules necessary to administer the program and make it available on the department's official website.

Program terminates on July 1, 2022 pursuant to section 41-3102.
