Amends Arizona Revised Statutes Section 28-7046 regarding the establishment, opening, relocation, alteration, vacation or abandonment of state highways.

Changes language in subsection A from "it shall enter a resolution on its minutes" to "the board shall enter a resolution in its minutes" for grammatical clarity.

Makes technical corrections to improve the precision and proper usage of language in the statute governing state highway procedures.

Maintains the requirement that the board of directors must approve proposed highway actions by resolution before the director can proceed with acquisition of property or related actions.
