Allows civil actions for damages from sexual offenses against minors (violations of Title 13, Chapter 14 or 35.1, incest under Section 13-3608) to be filed at any time without statute of limitations restrictions.

Revives previously barred causes of action due to expired statutes of limitations, allowing them to be filed within one year after the bill's effective date.

Limits revival of old claims to conduct committed no more than 35 years before the bill's effective date or within 35 years after the victim reaches age 18.

Requires plaintiffs in revived actions to file a certificate of merit from a licensed psychologist or behavioral health professional stating reasonable basis that the plaintiff was subject to qualifying sexual offenses.
