Amends Arizona Revised Statutes section 15-443 regarding formation of new common school districts in unorganized territory.

Corrects the grammar in the petition requirements by changing "Set forth" to "Sets forth" to maintain proper subject-verb agreement with the plural subject "petition."

Maintains existing requirements that petitions be signed by parents or guardians of at least ten pupils who are residents and live more than four miles from any school district schoolhouse.

Preserves provisions requiring new common school districts formed after July 1, 1988 to levy taxes at rates no less than those prescribed in section 15-971, subsection B, paragraph 2.
