Amends Arizona Revised Statutes section 36-3410 to require the Department of Health Services to give preference to contractors whose national corporate headquarters are located in Arizona when awarding regional behavioral health authority (RBHA) contracts.

Establishes a new Regional Behavioral Health Authorities Review Committee consisting of state officials, RBHA representatives, behavioral health agency representatives, advocacy organization members, and public members with knowledge of the behavioral health system.

Requires the review committee to meet at least every three months, review RBHA performance related to outreach and efficiency, and submit annual reports to the governor and legislature by November 15.

Provides committee members with expense reimbursement eligibility (except state officials) but no compensation for service.

Designates the deputy director of the division of behavioral health as committee chairperson and requires the division to provide necessary staff support.
